Neena Garnavos

Founding Director

Leads on strategy, partnerships, research, and service co-design

Neena is a public health leader, researcher, and mum of two who co-founded Mum Matters to help change the way we support mothers and families. With over a decade of experience in the NHS, charities, and national health organisations, she’s led large-scale programmes focused on improving services, reducing health inequalities, and embedding community voices into care.

She’s worked in senior roles at the Royal College of Physicians and the British Society for Rheumatology, specialising in quality improvement, research, and strategy. She’s also a trained EPEC (Empowering Parents Empowering Communities) parent group leader, volunteering with Sheffield’s Parenting Hub to support peer-led parenting programmes.

Neena’s strength lies in bridging worlds–—combining her lived experience as a parent with deep knowledge of how systems work. She’s passionate about designing services that are not only evidence-based but built with the people who use them.

At Mum Matters, she leads on strategy, partnerships, and research—all with the aim of creating sustainable, practical, and community-driven solutions that help mums feel heard, supported, and empowered.


Sarah Gallagher

Non-executive Director

Brings oversight in governance, evaluation, and lived experience co-production

Sarah is an experienced programme manager, mother of two, and passionate advocate for community-led care. She currently manages a National Clinical Audit, focusing on improving patient outcomes through national data, co-design, and service transformation.

Before moving into health, Sarah held senior roles in property, including student property, where she supported young people and their families through major life transitions—developing a deep understanding of how systems, homes, and support structures affect wellbeing. She is skilled in experience-based co-design and brings a strong focus on patient and public involvement to all her work.

Sarah is committed to strengthening community-based competency and building services that are sustainable, inclusive, and rooted in the voices of those they support. At Mum Matters, she brings insight, strategy, and a fierce belief in helping others thrive.
